In a speech marking the anniversary of the end of Japanese occupation in the 1940s, Mr Moon said that military action would be “intolerable” and that he would avoid conflict at all costs.


Mr Moon said: “No one should be allowed to decide on a military action on the Korean Peninsula without South Korean agreement.

“There will be no war repeated on the Korean Peninsula.”

Mr Moon said that South Korea will work with the US to counter security threats, but emphasised the need for diplomatic efforts.

He said that the sanctions against North Korea were to bring them to the negotiating table over its nuclear weapons.

Mr Moon took office in May and said that he would “say no to the Americans” if necessary.

But he has much closer military ties with the US than people expected.

He suspended the building of a US missile defence system that is opposed by China but has since reversed the decision last month after North Korea tested two ballistic missiles.
