With the recent release of the Senate Appropriations Committee defense spending bill, all four defense committees are now on record with their marks for the 2025 defense budget.[i] [ii] Senate appropriators followed the lead of their authorizing colleagues on the Senate Armed Services Committee by breaking the Fiscal Responsibility Act caps and voting 28-0 in favor of budget that is $21.5 billion above the President’s Budget (PB) request and the caps.[iii] [iv] [v]
Senate appropriators have designated as emergency spending a wide range of unfunded requirements and shortfalls in a defense budget request that is widely acknowledged as too low for the nation’s security requirements.
Senate authorizers, on a committee vote of 22-3, provided more than $37.4 billion over the PB, also prioritizing a variety of programs and activities with shortfalls, yet deviating from appropriators in notable areas.[vi]
